It is a place where even quixotic Soviet-era weather experiments can become a major threat to regional security. In December 2003, reports surfaced that Alazan rockets—originally developed by Soviet scientists to pre-empt hailstorms through a type of cloud seeding but later fitted with radioactive material—had disappeared from the sprawling weapons stockpiles of the Pridnestrovskaya Moldavskaya Respublika (or Transdniester Moldovan Republic), the separatist enclave better known as Transnistria that stretches along Moldova's eastern border with Ukraine.
No discussion of contemporary global villainy is complete without mention of this breakaway region of the independent former Soviet republic of Moldova. Over the past decade, Rhode Island-sized Transnistria has emerged as a major source of legal and illegal weapons for conflict zones in the former Communist bloc and the Middle East and as a key transit point for narcotics, contraband, and human trafficking. This renegade republic is run mafia-style by President Igor Smirnov and his son, Vladimir, who controls a consortium called Sheriff. Everywhere there are Sheriff gas stations, Sheriff grocery stores even Sheriff cigarettes.
Profitable enterprises, and Vladimir also directs customs, the inflow and outflow of goods, which includes a sizable weapons industry.
Many believe that a good number of those weapons are being passed along to terrorists via Vladimir's porous borders.

Romanian Foreign Minister Mircea Geoana said Transnistria is a "black hole of transborder organized crime, including drug smuggling, human trafficking and arms smuggling." Weapons from Transnistria have turned up in Russia's restive Chechnya, in Georgia's breakaway Abkhazia region and in the hands of insurgents in Africa, said a minister of another country in the region. The official spoke on the condition that he not be named.
Experts say just about every sort of weapon is available in Transnistria.
"If I were in search of most commodities related to weaponry ... this would be the place to go," said William C. Potter, director of the Center for Nonproliferation Studies at the Monterey Institute for International Studies in California. "Even if I did not find the weaponry, I would find the individuals who could get me that weaponry."

The largest source of revenue for Transnistria elites (based in the region�s principal city, Tiraspol) is reportedly the production of armaments and illegal weapons trafficking.[4] Some studies recount that criminal organizations and even secret services from various countries are involved in the arms traffic in Transnistria. These armaments include not just pistols and guns but also automatic rifles, plastic explosive, and Stinger missiles.[5]

вроде достаточно источников. что теперь заявиш? что Johns Hopkins University - SAIS (School of Advanced International Studies) жулики, подкупленые РМ? конечно многое из представленного это скорее предположения, но вот то что это публикуется в иностранных СМИ и то что международные эксперты интересуются вопросом наводит на мысль что проблема всё-таки есть.
